Protested Docs

As things stand now, case law has to be reviewed to determine if the courts have rules on a particular document type. From the FOILer's perspective, it would be better if the legislature and the courts blacklisted specific document types making all other documents available via FOIL. Example: An employee's W2 would be available while a letter dealing with disciplinary action may not.

Protecting / excluding inter-agency documents also has to end.
