Several years ago, Robert Freeman spoke at an event in Lockport.

 

After his presentation, he hung around to answer questions.

 

His answer to my question was that all documents related to the spending of taxpayer funds were available under FOIL.

 

What needs to be changed here is that state agencies and other entities do not fall under state law.

 

A water authority or non-governmental organization should also have to provide documents if receiving public funding.
